Level Billing Guidelines

GENERAL

For our customers who like to budget, Marshall Municipal Utilities is pleased to offer Level Billing. Under this program, the previous years usage for the period from the current month through September (for summer peaking customers) becomes the base from which we calculate your Level Billing amount - adjusting for anticipated rate changes, fuel adjustments, etc. This sum is divided by the number of months involved to arrive at the average monthly cost, which becomes the monthly Level Billing amount. The amount can also be determined by other mutually agreeable methods.

Your monthly bill will continue to show the actual usage and dollar charge every month, along with the amount due. Your bill will also show your total account credit, providing a means for you to monitor your account. The Level Billing Program allows you to build up a credit balance during low utility bill months. This credit balance is then drawn upon during high months. In order to remain on Level Billing each month, you must pay the Level Billing amount. If all required payments have been made, you will be allowed to carry a balance due of no more than 120% of your level payment.

We will monitor your account and will notify you if we judge that the Level Billing amount needs an adjustment. By watching your credit balance, you can also monitor your account. A change may have to be made in the Level Billing amount to reflect rate changes and other factors.

Remember - lower utility bills can only be achieved by conserving usage. Level Billing does not lower your utility bill; however, it does provide one method to better budget your utility expenses. You know in advance how much you would be expected to pay most months and you can level out large winter and summer bills.

CLOSING OF ACCOUNT - FINAL BILL

Upon closing your account, you will be billed for the total account balance due. Should you have a credit balance, it will be refunded to you.

If you move to another address, this application can be transferred to your new account. Some adjustments may be necessary to clear the balance at the previous address. If your usage changes significantly, you will be contacted and the payment amount adjusted as determined necessary.

CANCELLATION AND GENERAL RULES

Either party may terminate this application at any time.

All Marshall Municipal Utilities customers are subject to the Terms and Conditions of our Service Rules and Regulations.

Level Billing is a payment arrangement. Marshall Municipal Utilities cannot accept any other payment arrangements on your account if you are a Level Billing Customer.
