"Providing Hometown Reliability"
The Board of Public Works convened the regular session at 8:30 a.m. at the Marshall Municipal Utilities Business Office. Board members present were Mike Mills, President; Jim Heinzler, Vice President; and Spencer Fricke, Secretary. Charles Hird, member, was absent. Also present was Mr. Dan Igo.
The agenda was approved as presented. The minutes of the previous meeting were approved as printed on a motion by Mr. Heinzler, seconded by Mr. Fricke.
Mr. Igo explained that he had had a 95,000-gallon water leak at a house he owns at 863 S. English. The utility bill had been adjusted according to MMU policy, but Mr. Igo asked the Board to consider lowering the bill further. After making his request, Mr. Igo left the meeting. Administrative Services Director Ken Gieringer briefly left the meeting to gather further information on Mr. Igo’s water leak and bill adjustment.
The following bids were opened June 8, 2010 for a mini skid steer with attachments for the Electric Distribution Department.

On a motion by Mr. Fricke, seconded by Mr. Heinzler, the Board accepted the overall low bid from Ditch Witch for the mini skid steer, 44” bucket attachment, trencher attachment, backfill blade, and the vibratory plow for the Internet Department.
Electric Distribution Director Jeff Bergstrom reported crews are starting to convert the final sections of 4.16 kV to 13.2 kV this week. The first bore for the project to convert single-phase overhead to underground in walkway easements was done last week.
Administrative Services Director Ken Gieringer asked the Board for permission to request proposals for a fleet monitoring system. No action was taken.
Director Gieringer explained that Mr. Igo’s water bill was reduced by half and the sewer portion of the utility bill was reduced to an average normal residential bill. This adjustment occurred in February 2010 and was done according to MMU’s policy concerning utility bill adjustments due to water leaks. It was the consensus of the Board that no further reduction in Mr. Igo’s bill would be granted.
The following bids were opened June 11, 2010, for a mid-size SUV to be used between the Water and Wastewater Departments.

The Board accepted the low bid of $20,862 from Elmer Hare Ford Sales, Inc. on a motion by Mr. Heinzler, seconded by Mr. Fricke.
Environmental Services Director Ginny Ismay reported there will be a rep at the Water Treatment Plant today or tomorrow from the peristaltic pump manufacturer to check into why the hoses are splitting.
The draft discharge permit renewal application for the Wastewater Treatment Plant is being reviewed and will soon be finalized and submitted to DNR.

Underground Facilities Director Monty Chase indicated the four lowest bids did not meet specifications. On a motion by Mr. Fricke, seconded by Mr. Heinzler, the Board accepted the bid from Electric Eel Mfg. Co. Inc. for $10,183.
Director Chase reported the water main project on Hamner Street is complete and the sewer main project in that area will be started soon.
General Manager Kyle Gibbs recently attended the quarterly MPUA meeting. A letter of credit for financing was approved at the meeting. A resolution was passed temporarily giving the five cities involved in legal issues pro rata shares to 40 MW of SPA transmission.
General Manager Gibbs reported the Lamar Landfill project is complete. The Plum Point and Iatan II projects are finished with the construction phase and are being tested. The Prairie State project is 43% complete.
On a motion by Mr. Fricke, seconded by Mr. Heinzler, accounts payable were approved and warrants ordered issued from the following funds:

The next Board meeting date is changed from Tuesday, June 29, 2010, to Thursday, July 1, 2010.
On a motion by Mr. Fricke, seconded by Mr. Heinzler, the Board voted unanimously to adjourn the regular meeting at 9:37 a.m.
