Board Meeting Minutes

November 27, 2007

The Board of Public Works convened the regular session at 8:30 a.m. at the Marshall Municipal Utilities Business Office. Present were Jim Heinzler, President; Spencer Fricke, Vice President; Charles Hird, Secretary; and Mike Mills, member. Also present was Mr. David Hoy, representing Naught-Naught Agency.

The agenda was approved as presented. The minutes of the previous meeting were approved as printed on a motion by Mr. Fricke, seconded by Mr. Mills.

Administrative Services Director Ken Gieringer recommended the following changes in water rates:

Next 190,000 gallons 		$ .18 per 100 gallons
	230,000 gallons					$ .19 per 100 gallons

Next 4,800,000 gallons 		$ .143 per 100 gallons
	4,750,000 gallons 				$ .154 per 100 gallons

Over 5 million gallons 		$ .121 per 100 gallons 	$ .13 per 100 gallons

Resale 				$1.80 per 1,000 gallons $1.90 per 1,000 gallons

On a motion by Mr. Mills, seconded by Mr. Hird, the Board approved the proposed water rate changes effective with billing after January 1, 2008.

Director Gieringer also recommended the following changes in wastewater rates:

On a motion by Mr. Hird, seconded by Mr. Mills, the Board approved the proposed wastewater rate changes effective with billing after January 1, 2008.

The following bids were opened November 26, 2007, to sell a 1995 Digger/Derrick Truck:

It was the consensus of the Board to re-bid the truck.

Electric Distribution Director Jeff Bergstrom reported on the requirement for employers to perform an assessment (arc hazard analysis) to determine the potential exposure to an electric arc for employees who work on or near energized parts or equipment. This assessment is used to determine the clothing or clothing systems employees must wear and is required by January 1, 2009. On a motion by Mr. Fricke, seconded by Mr. Hird, the Board accepted the proposal from Lutz, Daily & Brain for a not to exceed cost of $109,200 for an Arc Hazard Analysis.

Employee Relations Manager Megan Baldridge reported that Naught-Naught Agency has obtained quotes for 2008 medical and ancillary coverages. A recommendation for medical coverage will be made at a future meeting. Guardian offered a package combining Dental, Vision, Short-and Long-Term Disability, Life and AD&D coverages with a savings to MMU of $4,500 per year over the next two years. The proposal includes a 2-year rate guarantee on all coverage lines. On a motion by Mr. Mills, seconded by Mr. Fricke, the Board accepted the proposal from Guardian at a cost of $78,000.

Electric Production Director Jim Johnson reported on the condition of two mechanic's toolboxes. On a motion by Mr. Mills, seconded by Mr. Fricke, the Board approved requesting bids for two new mechanic's toolboxes.

Environmental Services Director Ginny Ismay reported on the valve replacement project on the south high service pumps. It was the consensus of the Board to proceed with this project.

General Manager Kyle Gibbs reported that MMU needed to appoint a representative to the MSDC Board. On a motion by Mr. Hird, seconded by Mr. Mills, the Board appointed Kyle Gibbs to represent MMU on the MSDC Board for 2008.

On a motion by Mr. Hird, seconded by Mr. Fricke, accounts payable were approved and warrants ordered issued from the following funds:

	WATER OPERATING FUND		$	 96,261.55
	ELECTRIC OPERATING FUND		$	259,201.80
	SEWER REVENUE FUND		$	 79,046.75
	INTERNET OPERATING FUND		$	 24,034.22
	NATURAL GAS OPERATING FUND	$	  2,308.69
	ELECTRIC CONSUMERS DEPOSIT FUND	$	  2,500.00

On a motion by Mr. Mills, seconded by Mr. Hird, the Board voted unanimously to adjourn the regular meeting at 10:14 a.m.
