Board Meeting Minutes

August 1, 2006

The Board of Public Works convened the regular session at 8:30 a.m. at the Marshall Municipal Utilities Business Office. Present were Mike Mills, President; Jim Heinzler, Vice President; and Spencer Fricke, Secretary. Member Charles Hird was absent. Also present was Mr. Stephen Gates and Mayor Connie Latimer.

The agenda was approved as presented.

Mr. Gates explained to the Board he had to have a plumber dig up his sewer line to replace it. Mr. Gates expressed his opinion that the problem was caused by MMU crews working on Summit Street. MMU's insurance company has denied Mr. Gates' claim for the repairs amounting to $1,050.18. Mr. Gates asked the Board to consider compensating him for the repairs. Mr. Mills indicated the Board would look into the matter.

The minutes of the previous meeting were approved as printed on a motion by Mr. Heinzler, seconded by Mr. Fricke.

Megan Baldridge, Manager of Employee Relations, gave a third quarter safety report. There were three recordable injuries during the third quarter for a total of five in the first nine months of the fiscal year. This is down from the same time period for the last three years.

Ms. Baldridge reported five proposals were received for automated external defibrillators. These proposals will be reviewed by management and a recommendation made at a future meeting.

A health fair for employees is scheduled for September 12 and 14.

Electric Distribution Superintendent Jeff Bergstrom reported work needs to be done on the poles and wires in the alley south of the 400 block of East North. On a motion by Mr. Heinzler, seconded by Mr. Fricke, the Board approved proceeding with this rebuild project.

Superintendent Bergstrom reported crews will be working Sunday, August 6, on the circuit on the south side of the square.

Administrative Services Director Ken Gieringer reported one of the summer hires is working on gathering GIS information for MMU's systems. This work needs to be continued. Director Gieringer asked that the summer hire be allowed to continue working for MMU part-time after school begins until the majority of the items have been mapped. On a motion by Mr. Fricke, seconded by Mr. Heinzler, the Board approved allowing the summer hire to work part-time on this project.

Director Gieringer indicated the draft Internet Policies has been sent for review by an attorney.

Environmental Services Director Ginny Ismay reported an accident occurred with a Wastewater Treatment Plant vehicle. No one was hurt but the vehicle was totaled. Director Ismay asked that this vehicle be replaced locally. On a motion by Mr. Heinzler, seconded by Mr Fricke, the Board approved replacing the vehicle with a ½-ton 4-wheel-drive pickup through a local dealer.

Underground Facilities Superintendent Monty Chase reported there is one large water meter left to test.

Electric Production Director Kyle Gibbs reported a tube in the Unit #5 boiler developed a leak last week and Unit #5 had to be shut down until Monday, July 31. When Unit #5 was put back on line, another tube developed a leak. Unit #5 was shut down and is still off line, but will probably be put back on line Wednesday, August 2.

Director Gibbs reviewed the revised Power Plant statistics for June.

On a motion by Mr. Fricke, seconded by Mr. Heinzler, accounts payable were approved and warrants ordered issued from the following funds:

	WATER OPERATING FUND		$	 77,709.84
	ELECTRIC OPERATING FUND		$	649,367.42
	SEWER REVENUE FUND		$	112,273.34
	INTERNET OPERATING FUND		$	 16,617.58
	NATURAL GAS OPERATING FUND	$	    554.68
	ELECTRIC CONSUMERS DEPOSIT FUND	$	  5,750.00

On a motion by Mr. Heinzler, seconded by Mr. Fricke, the Board adjourned the regular meeting at 9:22 a.m. to go into an executive session to discuss matters related to legal action (Mo. Rev. Stat. 610.021, [1,] if authorized). Roll call:
